In case anyone is wondering - no-one was hurt in today's accident, when a car overturned, despite rapid arrival of air ambulance. However, it was MY parked car that was hit and badly damaged, while I was having a nice Sunday lunch in The Park. The police weren't sure if the driver was insured.

Don't think so - a visiting relative of the car owner over from France, but he wasn't sure he was insured

As a foreign national, can he be charged with driving without said insurance? There surely must be some redress for you. What a nightmare!
