Here's news of a new residents' association:

Gipsy Hill Residents' Association

Want to see improvements?
Fancy getting to know your neighbours?
Why not join us down the Railway Bell Thursday 3rd November 7.30pm, in the function room to elect your GHRA reps?

We are a bunch of local people brought together over a number of neighbourhood issues and thought a Residents' Association would be a good way to move forward. From mucking in when the bad weather comes, to lobbying for improvements to infra structure and amenities, to combating crime, we found strength in numbers. So now we've decided to put our heads above the parapet to set up a Residents' Association. Starting from the top of the hill we intend to cover the following roads:
Beardell Street
Jasper Road
Farquhar Road
Camden Hill Road
Woodland Road
Gipsy Hill (from Colby Road up)
Woodland Hill
Cawnpore Street
Colby Road.

Come along and either volunteer to serve on the committee or support it. We would really like to hear your views.
  • A Residents' Association is democratically elected, has more voice and influence in getting things changed, rather than one individual voice.
  • The committee usually comprises of a Chair, Vice-Chair, Secretary, Treasurer and general Committee members including area representatives from the target streets.
  • The Committee is elected for one year, and the positions come up for re-election at every Annual General Meeting.
  • The Committee is accountable to the membership of the Residents Association

Sounds a great idea. What's so interesting and lovable about Crystal Palace is the distinct identity of the different parts. I used to live on the north-facing slopes. So distinctive, the subdued but peaceful summer light; the gentle winter days with about four hours of sun above the hills - almost rural mid-Victorian terraces and Dulwich estate flats built in parkland. And stunning views of the metropolis. Spiritual heartland of The Railway Bell. Ah... takes me back.

Anyhow, will be an excellent catchment for a residents' association and here's to blurring those Southwark-Lambeth borders.

You really are a true romantic andreas. :)
Not quite sure what you mean by "4 hours of sun" in the winter. I have to close me bloody curtains all day long or I can't see me puter screen for all the sun! Seems ridiculous, I know, but with the low sun in the winter it's truly blinding here.

Will be working that night I'm afraid, but would be happy to be involved with Gritting icy roads in bad weather etc so if someone could post the highlights of the meeting on here that would be great.

Just a question.
How come roads on the other side of the hill i.e Alexandra Drive and Highlands Road aren't included?
Or am I lucky enough to now be living in West Dullwitch :)

Its a great initiative and I wish it well .

Presumably "from Colby Road up" alos includes the Council estate on Mountbatten close etc ?. It would be god to see a representative from someone living is social housing because there is quite alot of it (for example about 50% of the stucco fronted houses on GH are Housing Assocaiation)

And can the bottom of GH participate- perhaps as "associate menbers" ? ? I only ask because, in the light of the governments attempts to loosen the planning systems, some of us at the bottom of the hill have a few worry beads about Frenchs Fields being the next target for flats - which would clearly impact on infrasrtuctures like the Paxton surgery.

Thanks to all for your interest and support. Anyone in the proposed zone who cannot make the meeting but would like to join, should email gh-ra@hotmail.co.uk to register as member. It would also be really helpful if those who will be attending can email to let us know so we can get idea of numbers.

The catchement area evolved from range of issues that affected Residents on those roads. A group of neighbours from the surrounding roads got together and decided a Residents' Association would be a good initiative. When thinking about the title, we opted for Gipsy Hill, the name of the area, as opposed to a specific street name.

If residents the other side of the hill and down there in the valley, would like to join, then this could be possible but not on the 3rd as the function room at the Railway Bell (that the landlords have kindly let us use) has a limited capacity. We distributed 600 invites and are working on a 10% take up rate. So to extend the catchment now would mean more leaflets and last minute distribution plus a new larger venue. Sadly it's just not possible. :(

I suggest those outside the proposed catchment area who would like to join should email gh-ra@hotmail.co.uk and if there is enough interest we can invite them to next meeting and elect street reps from new zones (street reps will also be asked to join the committee) or else we would be very happy to assist those Residents in other areas to follow this initiative and organise their own RAs :)

Just a reminder that the new GHRA meeting takes place this Thursday, 7.30pm, in the function room of The Railway Bell.

Cllrs from Gipsy Hill and College Wards will be attending, as will the Gipsy Hill Safer Neighbourhood Team.

There will be brief introductions followed by a Q&A session then a short refreshment break before election of street reps and comittee.

If you can't make it but would like to register as a member then email gh-ra@hotmail.co.uk. Please feel free to email, suggestions, offers of support, areas of concern or indeed anything you would like raised at the meeting.

Well, an interim committe was formed and what a good idea it was to merge the Wards and boroughs. Cllr Lewis Robinson, College Ward, alerted the meeting to details of an application to sell alcohol 24 hours a day, 7 days week, from the Shell garage on Gipsy Hill. This was the first anyone present, including the Gipsy Hill SNT and Councillors, had heard of the app. Apparently there is a notice on the lampost outside the site but there was no further public consultation.

Deadlines for objections are this Thursday 10th November

Anyone wishing to object to this better be pdq in emailing licensing@southwark.gov.uk and framing the objection around the following grounds:
1) prevention of crime and disorder
2)public safety
3)prevention of nusiance
4)protection of children from harm

I was very suprised to see alcohol being sold at an Esso petrol station at the weekend. Not sure it is a good idea with all the anti social behaviour that has been going on around the area recently - especially a 24/7 outlet. I thought current legistlation meant that a garage couldn't sell alchohol?? Are they enlarging the shop area of the garage?

Unfortunately I was not consulted re planning app so am unable to post details re shop but shall do once Southwark respond to my enquiry.

As regards current legislation, it's open to interpretation:

"In England and Wales, the Licensing Act 1988 introduced a provision, section 9(4), which disqualified certain premises from obtaining a licence to sell alcohol, namely motorway service areas and premises ‘used primarily as a garage’.Section 176 of the Licensing Act 2003 has largely maintained the situation from the previous legislation stating that the licensing authorities must decide whether or not any premises is ‘used primarily as a garage’.

The decision on whether to grant a licence depends on the interpretation of ‘primary use’. In order to demonstrate that the primary use is not a petrol station, the applicant must present footfall figures or sales figures classified according to purchases.

I don't see how the applicant, in this case, can provide evidence to establish the primary use of the Gipsy Hill garage is not fuel sales. Maybe it is going to be another Tesco Express, in which case they may have a chance at convincing a licensing committee that the primary use is food not fuel.

Good news :) As a result of a large number of eleventh hour objections Shell UK Oil Products Ltd have reconsidered the application for a 24 hour alcohol license.

This information will also form part of the report for the hearing.
