I think this refers to the top of the park, where the palace was sited. There must be an awful lot of stuff buried under the topsoil up there. Someone at the museum once told me that the TV Time Team people wanted to excavate the site - presumably to look for remains of the palace, but no doubt they would also have found WW2 rubble - but Bromley Council refused to allow it.

His take on this seemed to be that the council didn't want to stir up any archaeological/historical interest in the site as it could hinder any future redevelopment.
